In 2012 I switched from a Wordpress centic service provider to a Drupal centric service provider. Drupal sites can be more expensive to create, but save money in the long run (when they're done right!) because they are set-up for your specific content management needs and require less assistance from a web designer once completed. The ease in updating content, including very complex content, is far superior within a Drupal environement to any other open source content management system. workinmancreative.com is made and managed with Drupal 7.
WordPress
The number one content management system by quantity of sites that use it in the world, WordPress was my first open-source CMS love. Most of my sites are developed in WordPress because 2010-2011 I focused on small businesses, where WordPress can be sufficient. If you need a quick to create, highly customized look but minimally customized content architecture (basic pages and a simple blog), WordPress is a great way to go. In addition, several times throughout the year different organizations around Port Townsend tend to hold WordPress workshops, which is a good way for you to get to learn how to manage your website.

Photoshop to Wordpress / Photoshop to Drupal / Photoshop to almost anything...
I'm happy to take your creative and develop it into a functioning website or email theme. And ofcourse, it doesn't have to be from Photoshop...I can take a design from any file or assist you from the "napkin stage."
Programming
